Mr. Speaker:

Can U.S. taxpayers afford the costs of the AID epidemic? Taxpayers already besieged by high taxes are now faced with having to pay billions of dollars in catastrophic medical and support cost for millions of Americans expected to be imparired by AIDS. With no cure in sight. Costs of this exploding epidemic threatened to consume taxpayer dollars needed for the medical care and entitlements of all Americans. Skyrocketing health care costs have already stressed the financial resources of Federal, State, and local government health care providers.

Many Americans now ask if this unaffordable, life threatening, AIDS epidemic could be the biological product of a negligent government and/or biological research institute? Not a surprising question, since American citizens have had little control over government and private sectors' development and experimentation of biological agents, particularly for bio-warfare. It is not expected that a government or research institution would voluntarily admit to having introduced AIDS causing biological agents into a civilian population. Americans injured by AIDS caused diseases and huge catastrophic medical costs, would immediately sue and demand criminal prosecution of any biological wrongdoer causing AIDS in an American community.

This proposed $25 million reward letter is offered for your consideration.

The U.S. government recently offered several million dollar reward for the arrest of bombers responsible for blowing up an Oklahoma City federal building, killing 170 persons. AIDS is killing millions and will cost taxpayers $billions. Would it not show intelligence of the government to publicly offer a $25 million dollar reward for information which could prove -- if AIDS is the biological product of a government or research institution? For a $25 million reward, medical or biological lab workers having knowledge of the introduction of AIDS into a civilian population would bring the evidence to an attorney to prove their case. If AIDS is man made, its creator may have the antidote, saving millions of lives and billions of taxpayer dollars in AIDS catastrophic medical and support costs.

The undersigned request that you ask Congress to appropriate the $25 million for this proposed government AIDS information reward.
