Waste, Dope, Illegal entry

Through the media, taxpayer citizens are constantly reminded that we cannot control the borders or shorelines because of "budget shortages"for more manpower, etc..The United States has several military groups such as army, navy, marines, coastguard, airforce that are on the high end of the budget. What do "they" do all day ? Surely, we have military and naval forces eating food, blowing up things and flying about everyday that could stand a 4 hour watch every 10' of borders and every 10 miles of shoreline. Ah, but we are told that can happen only in "wartime", an act of congress, threat of invasion. If dope and any other activity that threatens our country is not considered wartime what is?
