Our Senators and House Representatives have many serious issues to study and resolve in the legislative field and they need to address this job with diligence and their maximum efforts. After all their legislative results are less than satisfactory and we did not elect these individuals to be investigators.
So I propose we establish a Grand Grand Jury system where we ask responsible individuals in our society to register for these juries. These individuals must respond to a questionnaire that would exclude individuals who have been convicted as a felon, are a non-resident of the United States, do not have a high-school education, has a conflict-of-interest with othersl involved in the event, or other comittments etc. Then, a jury would be selected by lottery. Selected individuals would not be paid a wage but would be provided with lodging, food and a travel allowance. Certainly we have many senior citizens that would op for this service to our country. There may be a number of juries investigating at the same time. We would ask retired lawyers to cover legal issues. Some paid staff would be supplied. These juries would have subpoena power the same as the Senate and House committees have with the same judicial punishment for lying under oath.
All hearings would be broadcast over a special television channel, and hearings open to the public and the press. A final report would be prepared. There would be a follow-through proceedure to track the juries recommendations. Of course this concept needs refinement.
