Three Proposals for Government Reform

Governement spending be reduced 1% (or more) per year. i.e., whatever the 1997 spending budget is the 1998 budget will be 1% less.

Any new actions or Bills that require an increase in spending will be put before the people on the next ballot for approval. The author or authors of the bill to have their names and districts featured prominantly on the ballot adjacent to the increase spending proposal.

All Bills and actions to have an expiration date not to escede 20 years. All existing bills and their riders to become defunct within fifty years.
